Due them being of a lower rank they are many types of angels that act as messengers ,guides and even guardians . This angel is just wearing his traditional messenger attire.

Tho he is the oldest his power is equal to that of both Michael’s and Lucifer’s. Besides the Archangel Raziel Metatron has also gained knowledge from the the Most High about all of existence.
